Local Policy
Leeds City Council policy in Headingley
Cumulative Impact Assessment
A CIA helps manage the cumulative impact of licensed premises on crime, disorder, public nuisance, and public safety. It does not ban new licences or stop people from applying for them but creates a presumption against granting them unless applicants can show they will not add to the impact. The CIA applies to new licence applications and variations, not to existing licences (LCC Licensing Policies here).
Headingley CIA
The current policy in this area is that it would be inconsistent with the council’s duty to promote the licensing objectives to grant new and variation application for any premises licence (on sales, off sales and late night takeaways) that seek to operate during the peak hours, described in the cumulative impact assessment for Headingley, or to any application that may encourage participation in the Otley Run.
Hyde Park CIA
The current policy in this area is that: It would be inconsistent with the council’s duty to promote the licensing objectives to grant new and variation applications for any premises licence which seeks off-sales and/or late-night refreshment to operate during the peak hours described in the cumulative impact assessment for Hyde Park.
Public Spaces Protection Order
A PSPO can be introduced in a specific public area where the local authority is satisfied on reasonable grounds that activities that have taken place have had a detrimental effect on the quality of life of those in the locality (Local Government Association, PSPOs, 2018, p3 here).
Map to follow
A Public Spaces Protection Order (PSPO) applied in parts of North West Leeds to help keep people safe. This meant you should:
- not drink alcohol in the street if asked not to by an authorised officer
- not take drugs or carry illegal substances
- treat others with respect and avoid behaviour that could cause harassment, alarm or distress. This includes using abusive or insulting language, or making sexually inappropriate comments or gestures
- avoid antisocial behaviour linked to alcohol or drug use
You could receive a fine or further action if you do not follow these rules.

The PSPO was introduced in 2023 and expired in 2026. It is due to be renewed.
